Freedom of religion or belief
The ODIHR Freedom of Religion or Belief Programme works to secure the right to freedom of religion or belief for all in the OSCE region by assisting participating States in implementing their OSCE commitments in this field. ODIHR has been active in this area since 1997.
The Programme monitors developments in the area of freedom of religion or belief in the OSCE region, provides expert advice, carries out capacity building activities and creates platforms for dialogue and advocacy.
ODIHR is assisted in its work by the 16-member Panel of Experts on Freedom of Religion or Belief, which consists of independent experts from across the OSCE region. Members serve in their personal capacities as experts and do not represent any organization or confession. ODIHR makes the Panel’s expertise available to participating States, OSCE field operations and non-governmental organizations.
In the area of freedom of religion or belief, ODIHR undertakes a number of activities, including:
- Reviewing legislation for governments, upon request, to help them bring their legislation in line with OSCE commitments and other international standards.
- Providing expert opinions on issues related to freedom of religion or belief.
- Developing and disseminating guidance to assist participating States in strengthening implementation of OSCE commitments and other international standards on freedom of religion or belief.
- Following key developments affecting freedom of religion or belief in the OSCE area.
