Ambasada e SHBA: Ambasadoret Kim dhe Hohmann takohen me Celibashin

Komisioneri Celibashi i informoi ambasadoret mbi përgatitjet e Komisionit Qendror të Zgjedhjeve në prag të zgjedhjeve vendore të 14 majit 2023. Gjithashtu, Komisioneri theksoi përpjekjet e KQZ-së për të garantuar një garë të ndershme, duke përfshirë monitorimin e keqpërdorimit të burimeve shtetërore dhe transparencën për të dhënat financiare.

Dy ambasadoret theksuan se ishte thelbësore për procesin zgjedhor që institucionet si KQZ-ja të lejoheshin ta kryenin punën e tyre pa ndërhyrje dhe se njerëzit duhet të jenë në gjendje të zgjedhin lirisht për kë të votojnë. Ambasadorja Hohmann e lidhi zhvillimin e zgjedhjeve me rrugën e Shqipërisë drejt anëtarësimit në BE. “Procesi i anëtarësimit të Shqipërisë është duke u zhvilluar dhe ka përfunduar shqyrtimi i grupimit të parë të kapitujve, ku zgjedhjet janë një komponent i rëndësishëm i bazave. Prandaj, do t’i kushtohet vëmendje e shtuar zhvillimit të zgjedhjeve lokale”, tha Ambasadorja Hohmann.

Dy ambasadoret theksuan rëndësinë e integritetit të kandidatëve në zgjedhje dhe të pasurit e kushteve të barabarta për konkurrentët elektoralë. Ato theksuan se KQZ-ja duhet të ruajë besueshmërinë dhe respektin e arritur deri tani dhe të fokusohet në zbatimin e rekomandimeve të paplotësuara të ODIHR-it.

Komisioneri Celibashi falënderoi BE-në dhe SHBA-në për mbështetjen e tyre ndaj KQZ-së dhe procesit zgjedhor më gjerësisht. Celibashi vlerësoi në veçanti platformën digjitale të financuar nga BE-ja për raportimin e financimit të partive dhe fushatave, zbatuar përmes Këshillit të Evropës.

On 5 April, EU Ambassador Christiane Hohmann and U.S. Ambassador Yuri Kim met with State Election Commissioner, Ilirjan Celibashi.

Commissioner Celibashi briefed the Ambassadors about the Central Elections Commission’s preparations ahead of the local elections of 14 May 2023. In addition, the Commissioner emphasized the CEC’s efforts to guarantee a fair competition, including monitoring misuse of state resources and financial disclosure transparency.

The two Ambassadors noted that it was central to the electoral process that institutions such as CEC were allowed to do their job without interference and that people should be able to choose freely who to vote for. Ambassador Hohmann linked the conduct of elections to Albania’s way towards EU membership: “Albania’s accession process is underway and the screening of the first cluster whereby elections are an important component of the fundamentals, has concluded. Therefore, increased attention will be paid to the conduct of the municipal elections,” Ambassador Hohmann said. The two Ambassadors also stressed the importance of candidates’ integrity in elections, and of having a level playing field for electoral contenders. They emphasised that the CEC should maintain the credibility and respect achieved so far and focus on the implementation of outstanding ODIHR recommendations.

Commissioner Celibashi thanked the EU and US for their support to the CEC and electoral process more widely. Celibashi appreciated in particular the EU-funded digital platform for party and campaign financing reporting, implemented through the Council of Europe.
